He also modernised the Navy and strengthened America’s defences. Even though he wasn’t seen as a bold visionary, he delivered practical results that shaped future governments. His shift from political insider to reformer is often highlighted by historians. He left office more respected than when he entered. Arthur proved that people can evolve once given real responsibility.
