Who was Chester A. Arthur and why is he remembered?

Chester A. Arthur was the 21st U.S. president, taking office after the assassination of James Garfield. He surprised everyone because people thought he’d just follow old political habits, but he actually pushed for big reforms. His biggest legacy was cleaning up government hiring through civil service changes. Arthur came into office with low expectations but left with a reputation for being fair and independent. He was known for his calm style and polished appearance. Even though he served only one term, he made a solid impact. Today he’s often seen as the president who changed more than anyone expected.
