Are tattoos allowed in South Korea?

Yes, but there's a catch. Until recently, only licensed medical professionals could legally tattoo people. That changed in 2025 with the passing of the Tattooist Act, which allows non-medical professionals to tattoo legally. It's a big step forward for the tattoo community in South Korea.
