Has Guantanamo Bay ever been used for purposes other than detention?

Yes, before becoming a detention center, Guantanamo Bay served as a processing center for asylum-seekers and as a camp for HIV-positive refugees in the 1990s. The U.S. interned over 30,000 Haitian refugees there during that period.
