Pierce tried to enforce the Compromise of 1850 and support the Kansas-Nebraska Act, hoping to let states decide on slavery themselves. Unfortunately, those choices made him unpopular in the North and South at the same time. He wanted to keep the Union together, but his policies actually inflamed tensions over slavery. Pierce believed strongly in following party lines and upholding federal law, even if it was controversial. His approach is often criticized because it contributed to the events that eventually led to the Civil War. He struggled to balance personal belief, party loyalty, and national interest. That’s one reason historians rate his presidency poorly.
