No, there’s no cost to enter City Hall Park or to join the free guided City Hall tours if you book a reservation. The tours and access to the public spaces around City Hall are funded by the city, so tourists and locals can enjoy them without paying an entrance fee. Since it’s an active government building, just walking through the lobby outside of tour times might be limited or restricted for security reasons, but the park area around City Hall is open anytime. You can sit on benches, take photos of the historic architecture, and learn about the site’s history at your own pace. If you choose to do self‑guided walking tours around downtown Manhattan’s historic district, that’s free too. Just know that guided tours inside the building require a reservation, but they still don’t cost anything.
