No, people under 18 can totally go into Notre Dame Stadium with just a ticket, and they don’t need a guardian with them. From fan experiences shared online, there’s no official policy saying minors must be with an adult to enter the stadium. Stadium entry is mostly about having a valid ticket scanned at the gate, so age isn’t really checked for walking in. That said, if there are parts of the event where alcohol is being sold or served, then you have to be 21+ to buy or drink anything, and you’ll need ID for that.
