The House of Commons is made up of elected MPs who represent local districts across Canada. This is where most laws are introduced and debated first. The Senate, on the other hand, is made up of appointed members who review legislation. Senators are not elected, and they usually serve until a mandatory retirement age. The Senate acts like a “sober second thought” to check and refine laws. Both chambers must approve a bill before it becomes law. This balance is meant to make the system more careful and stable.
